Remove invoice CC recipient

DELETE /api/v2/billing/payment-methods/contacts

Remove one invoice CC recipient by ID.

Get the id value from GET /api/v2/billing/payment-methods/contacts.

Only the account owner can manage billing recipients; other sessions receive 403 forbidden.

Unknown IDs return 404 not_found.

This endpoint returns a JSON confirmation, not 204.
