Resend invoice email

POST /api/v2/billing/invoices/{id}/actions/resend-email

Queue a resend of the invoice email for one invoice.

The request body must be empty; callers cannot override the recipient here.

The server resolves the current invoice recipient and billing-notification CC settings, queues delivery, and returns the selected primary email plus queuedAt.

Delivery is fire-and-forget from this API: do not poll for completion.
