Add invoice CC recipient

POST /api/v2/billing/payment-methods/contacts

Add an email address that should receive invoice copies.

Only the account owner can manage billing recipients; other sessions receive 403 forbidden.

The email is normalized to lowercase, duplicate addresses are rejected with 400 invalid_request, and description is trimmed to 255 characters.

Fields other than email and description are ignored.
