Resize PAYG Cloud VPS CPU and memory

POST /api/v2/vps/{id}/actions/resize

Resize CPU and memory for an existing pay-as-you-go Cloud VPS.

Requires write:billing; older broad write:services API keys remain compatible through the server-side umbrella, but new keys should use the narrow billing scope.

Use this only when GET /api/v2/vps/{id} or GET /api/v2/vps/{id}/details shows billing.isPayg: true and actions.canResize.allowed: true.

For a regular fixed-cycle VPS plan change, use GET /api/v2/vps/{id}/actions/upgrade and POST /api/v2/vps/{id}/actions/upgrade instead.

For storage growth, use POST /api/v2/vps/{id}/actions/add-disk or POST /api/v2/vps/{id}/actions/resize-disk.
