List hosting storage add-ons

GET /api/v2/shared-hosting/{accountId}/addons/storage

Return storage add-on tiers for a shared-hosting account, including per-tier availability and a top-level canAddStorage gate. Use a returned tiers[].id as addonId when purchasing.
